How to tell a scam agency?
How you know you are being scammed by an agency? First thing, scam agencies never let you exchange contact information. Legitimate agencies will give you the women personal contact info or let you exchange contact info. You should never have to pay for each correspondence. The only time you should do this if you need translation of your letter. When posting a profile insist in the profile the women sends her phone number and her personal email address. If she does not, then it is just an agency sending you a form letter.. If you had to pay to open the letter to find out she did not include her personal contact info then you are really being scammed. These agencies typically charge you for every letter sent. That is how they make their money. So they will not let you exchange personal contact info. If they did and you contacted the women you would find out that she did not write you a letter, the agency did for her, There are many agencies out there that have boiler room operations sending out thousand of letters each day with out the women’s knowledge. The best thing to do is not use an agency that charges you per letter and will not give you her real contact info.

I want to add one point to Jeffery Brooks' speech. – Local marriage agency (dating service) with office in one of Russian/Ukrainian cities can give you only post address in most of the cases. In the same time, in E – Russian Women Dating Service, (please, find link in signature) all the ladies listed have their own private e-mail addresses. They check their e-mail accounts regularly! Yes, there is a lot of Russian women, who have Internet access and e-mail account, so there is no need to wait for a response by post or response giving through some local office (marriage agency), when you can have a message translated into Russian, then forwarded to the lady's E-mail in a 24 hours. Her response is translated into English and sent back to your e-mail address.

I have a simple test . . .
One of the criteria I use to identify a trustworthily agency is if they offer a Money Back Guarantee. I know of a few International Introduction services that have a 90 Day Satisfaction Guaranteed or your Money Back policy. Although this level of guarantee is rare, I think any organization that offers your money back if you are unsatisfied is going to work hard to earn your business and keep it. It stands to reason that an International Introduction company that would give your money back would not want scammers to infiltrate their service and give them a bad reputation and cost them a lot of refunded revenue.

Money back grantee means nothing. Just because they say it doe not guarantee anything. All the scam site refuse to give real contact information, persona email or phone number. People that say different are just trying to sucker you in to one of their scams to charge you for each letter.
